You can make a file available for download to someone who is not listed as a participant in the project.
Click on Files in the menu (1.), open the file completely, click on the three dots in the top-right corner (2.), and then click on Share (3.).
Now use the dropdown menu to select how long the link should be valid (1.), and then click Get link to share (2.).

To create a workflow, first open the desired file from the Files menu (1.). Then click the three dots (2.) and select Start Workflow (3.).
A new window will open. Now fill in all the required fields (areas highlighted in yellow). If necessary, you can add additional steps (1.). Then click Continue (2.).
